Characters are created using standard revised Werewolf the Apocalypse rules per the book with the following additions/restrictions.
Bonus XP used at character creation process but not FROM the character creation process does not count as starting XP for the purposes of restirctions.

-No single Attribute trait or ability above 3 (No Sexyx5 or Brawlx5)
-No background above 3 without ST consent.
-Starting Rank is Cliath. Any other ranks are awarded by ST discretion
- at character creation only gifts from the main book are allowed. Gifts from tribe books are ST discretion and other books are not allowed at character creation.
-Metis Deformities can NEVER provide any kidn of benefit and must be approved by ST

The following Merits/Flaws require ST permission
Nightmares, bad vision, metamorph, natural leader, natural channel, luck, immunity to silver, immunity to wyrm emanations, true faith, nine lives. An St my say no to a merit flaw Without the need to justify it even if it is not on this list.
